Document to ensure developers provide infrastructure at new 800-home neighbourhood

A MASTERPLAN ensuring developers provide the necessary transport, schools and open spaces at a forthcoming 800-home neighbourhood has been published for consultation.

The Supplementary Planning Document outlines how the Coton Park East development site – north of Rugby next to the M6 – should be designed.

The document, a requirement of the recently-approved Rugby Borough Local Plan 2011-31, explains what factors developers need to take into account before submitting a planning application for the 800-home and 7.5 hectare employment site.

It requires housebuilders to consider the site as a whole – rather than as separate developments – by laying out locations for open space, access, play areas, schools, primary roads and other features.




It also requires developers to provide a green infrastructure network, transport infrastructure both on and off site, and public transport and cycling and walking facilities.

The document also provides criteria for the location of features if a developer were to propose an alternative masterplan.


Rugby Borough Council’s growth and investment spokeswoman Coun Jill Simpson-Vince said: “Having a Local Plan in place means we can use documents such as this one to masterplan new communities, to make sure existing and future residents of the borough will have the facilities they need to be strong and vibrant neighbourhoods.

“The Coton Park East supplementary planning document makes it very clear to developers our expectations for infrastructure such as roads, play areas and green spaces, along with design principles for both the housing and employment parts of the site.

“Most importantly, it makes provision for both primary and secondary schools to help meet the need for new school places.”

Residents, businesses and other interested parties are invited to contribute their feedback to the council’s Planning Strategy team by 5pm on Friday September 6.
