Collins struck seven minutes from time at Kilsby Lane after Tejan Thomas headed Rushden into the lead before the break.
The result means Borough sit sixth in the Northern Premier League Midlands table.
Rushden broke the deadlock on 28 minutes when Thomas rose highest to head in Bruno Andrade’s free-kick from the left.
However, Borough equalised on 83 minutes when Collins finished from close range after good work down the right.
